Rail & Highway Projects:
Interstate 5 (I-5) Widening Project – Orange County Transportation Authority (OCTA)
As part of the I-5 preparation of Plans, Specifications and Estimates (PS&E), ESS is providing drainage studies, and a Storm Water Data Report (SWDR), for the widening of I-5 between State Route 73 (SR-73) and El Toro Road. The proposed project will add general purpose lanes in each direction on I-5 between Avery Parkway and Alicia Parkway, and extend the 2nd High Occupancy Vehicle (HOV) lane from Alicia Parkway to El Toro Road UC. Additionally, the project proposes no HOV buffer and will accommodate continuous access throughout the project limits.

2. Program & Fund Management – San Bernardino Association of Governments (SANBAG)
ESS provided program and fund management and compliance requirements for various types of funds including FTA, TDA and Measure funds. ESS’s scope of work includes program management for developing guidelines and strategies, manuals, staff training for compliance with Federal, State and local funding.
Program Management Consultant Services for Rail Programs – Orange County Transportation Authority, CA
ESS serves as a sub-consultant for fund management as part of the Program Management Services for Rail Programs. ESS’s scope of work focuses on grant development, financial planning, and management services for projects with Federal, State, and local funding. ESS is responsible for all aspects of the fund and grant management process from start to finish, including initiation, project management, budget control, and audit processes.

Infrastructure Program Management - City of Commerce
Metrolink Station – City of Commerce
ESS is providing project management, Development Review and staff augmentation services for various infrastructure and development. Services include, coordinating and managing project and/or program activities through project management for CIP and Land Development projects. Track project scope, cost and schedule and manage project progress through planning, design and construction.
3. Program Management Manual - Capital Improvement Projects North County Transit District (NCTD) – Oceanside, CA - See attached for photo
Project involves development and implementation of practical and effective Program Management / Quality Assurance and Quality Control best practices for Capital Improvement Projects. Responsibilities include analysis of policies, procedures, personnel tasks, development of project management tools, revisions to existing manuals and systems for successful delivery of projects and meeting compliance with funding requirements. This comprehensive manual requires evaluation of current practices, policies, procedures used for delivery of the current Capital Improvement Program with 96 projects for NCTD.
Grant Writing for Tunnel Stabilization and Sewer Pipeline Replacement Project - South Coast Water District
Project Management services for developing a funding strategy for the $103ML construction project for the District. This included facilitating meetings with State agencies, preparing presentations, review of existing engineering, environmental and regulatory compliance documents, preparation of final documents and conferring with various State and Federal agencies on behalf of the District.
It is noteworthy that there were no comments from State agencies on any of the submittals and the project received approval in record time.
Project Management – City of San Marcos, CA
Project Manager representing the City on a complex litigation project involving five governmental agencies and several private companies. This project based on notices of violations issued by the RWQCB involves various technical experts, Federal regulatory requirements, multiple insurance carriers, mediation process, EPA and RWQCB involvement.
Tasks included are participation in technical expert, defense council, and mediation meetings, review of technical reports, regulatory documents, budgeting, scopes of work, invoicing, and all other related matters and providing recommendations to the City.
Engineering Support Services - Southern California Gas
As an as-needed consultant, ESS is providing engineering support services for Work includes construction and completion of drawings, recessed plate specifications, curb and gutter specification plans, shoring plans, and survey data.

ESS is providing fund management as part of the Rail Engineering and Planning Bench. The project scope focuses on developing guidelines and strategies, financial planning grant development, and management services for projects with Federal, State, and local funding. ESS is responsible for all aspects of the fund and grant management process from start to finish.

ESS has been preparing preparing many successful grant application packages including
Highway Safety Improvement Program (HSIP), Active Transportation Grants (ATP), Recycled Asphalt Program, and FEMA grants.
ESS woks closely with Caltrans Local Assistance office on the grant development and compliance throughout the projects we get involved with.

Project Management – City of Lake Forest, CA
Provided project management for Deputy City Engineer position on an as-needed basis providing contract and project management on various projects for Capital Improvement Program and Public
Works operations.
Supported the agency in meeting deadlines and other requirements with regulatory agencies on a variety of street improvement, widening, traffic calming, signal and signage and facility improvement and maintenance projects.
Prepared council agendas, engineering reports, project funding and other necessary documents.
City of Villa Park: Project Manager – City Engineer & Hazard Mitigation Plan Development -
Engineering Report for Quality Control - City of Laguna Niguel, CA
ESS is responsible for reviewing City plans for conformance with state and Federal regulations and preparing an emergency operations plan for the City. The emergency operations plan requires review of various city plans, current processes, existing data, and meetings with departments and outside agencies such as the Caltrans and other state and federal entities. ESS’s role also includes examining roadways, city facilities, and other local assets and liabilities for mass movement of population during crisis.

Responsible for overseeing design and construction projects including El Toro Road improvements and Golden Lantern Street widening project, compliance with OCTA and other regulatory requirements, plan checking of private development projects and development of permit standards for the City.

Engineering Report for Quality Control - City of Laguna Hills, CA
ESS performed a complete review of the City’s Hazard Mitigation Plans for compliance with Federal and state compliance. We identified key stakeholders and developed a planning strategy for the City’s effort to complete the plans. Our work also included providing a report of modifications and recommendations that served as a road map, saving substantial cost and time during final approval.
Fund Management:
ESS specializes in various transportation and infrastructure related grants, such as: local tax measures in four counties of Orange, San Diego, San Bernardino and Los Angeles, TIGER Grants, FTA New Start, Highway Rail Crossing Safety Account (HRCSA), Highway Safety Improvement Program (HSIP), Bicycle Transportation Account (BTA), High Priority Projects (HPP), Transportation community and System Preservation (TCSP), Safe Route to Schools, Recycled Asphalt Concrete (RAC), Community Development Block Grants (CDBG), State Revolving Funds (SRF) and funding for brown fields and remedial services, environmental and numerous other grants from public agencies.

City of Villa Park: Project Manager – City Engineer & Hazard Mitigation Plan Development -
- Performed City Engineer duties for the City including finalization of the sewer master plan, review of development review projects, developing scope of work, budget for CIP projects, advertising and bidding of street and drainage improvement projects, construction management and assuring compliance with RWQCB and other regulatory agencies, and developing fund and grant packages.
- City of Villa Park awarded a contract for development of the Local Hazard Mitigation and identifying all local hazards including review of the storm drain master plan. This requires close collaboration with various City staff and consultants, review of internal documents and processes, detailing city assets and recommending improvement gaps.
